LItter Should we remove the litter bins?

There is an idea put forward by some residents that  if the litter bins were removed dumping would improve as the bins encourage dumping
However others feel that this is not the case
 Dumping tends to happen where there is low visibility from buildings and poor circulation of people at night. Good examples of this are at the top of Inchmery Road behind the Co-op where there is easy access for a vehicle to draw up and dump.
 The long stretches of Penerley road which face on to the side walls of gardens
 The Roads butting on to St Fillians. None of these have a public bin in view.
The belief is the link is that all these places are out of public view not their proximity to a public bin
 If there were no bins where would the litter go that at the moment is actually put in the bins Would there be more litter blowing around the streets?
